need a second opinion about more difficult surgery

i had an appointment set up with another doctor to do the surgery. i was informed that there was some complication thus they needed to do a more complex surgery that would cost more and take longer to heal. I would like to get a second opinion. Can i set up a consultation and what would it cost.

Rather than a true second opinion, you simply need to be evaluated by an additional refractive surgeon, or two. Discuss the concerns with another doctor to see if you should have any surgery, or if an alternative technique is appropriate.
